It also could have been cast with curved spokes. Could have been a couple of flat belt pulleys, too

Cast iron does not bend well at all. Almost certainly this is some kind of wheel that had curved spokes. Cast wheels often had curved spokes because straight spokes have a tendency to crack as the molten wheel cools but curved spokes prevented this phenomenon.

GAR salute cannon is an interesting possibility.

Lyle guns are generally 2-1/2” bore. This cannon is far too small for a line throwing gun.
