Hopkins & Allen Underhammer Boot Pistol
Yours must have a 2 piece trigger or hammer pivot pin. The only ones I've seen are one piece with the screw threads just under the screw head on the right side. The part showing on the left is the end of the pin (no threads this end) which is a close fit in the left side of the frame. -

90 grains of 2 or 3 f is a good load for a golf ball mortar. -

They are screws and from your description they are stripped and the frame may be as well. Contact the seller and tell him about the issue, it should have been disclosed. -
Bedding three band rifle
The breech should be firmly bedded and the tang screw snug. The barrel will expand faster than the stock so it has to be able to move independently or the zero will change. I have a nice 2 band that was full length bedded when I got it and the rear band is so tight it has to be tapped into...- hawkeye2

Both actually. Leaving the middle or bottom (2 band) band loose is to allow for barrel and stock movement. Much like slotting the underlugs on a pinned full stock rifle. Bedding three band rifle
Sam is right about the breech area, no more than 8". I usually do about 6". If there is old bedding in that area it's better to scrape it out and apply fresh rather than have it build up.
