From my research, albeit limited, this seems to be a razor from around 1820. I found reference to an 1819 Paine amd Simpson razor on a shaving forum. While I have shaved with this, I would recommend sending it to be professionally honed. Handle is some sort of bone I believe, and has some inlays and " 25 G.F. Leitch" and some decorations inscribed. There's a split and a small chunk missing at the back of the scales/handle. $75 shipped Conus.
