Bought a never been fired 32 cva squirrel rifle and the number 11 caps won't stay on the nipple or does it take number ten like most pistols thanks for any help

Before sliding a cap on the nipple give the skirt of the cap a little squeeze with your finger. It should stay on then.

Like Grullaguy says pinching the cap skirt will work. Caps vary in size alot, but then so do CVA nipples. I had some of the steel CVA nipples once and caps were either too tight or too loose on all of them. The stainless ones are better. So a different nipple might help too, either way not a big problem though.
