9 point 23 inch spread

My friend killed a 9 pointer with a 23 inch spread yesterday.
biggest deer I have ever seen killed in our area.
Used a 62 rifled flintlock. 610 round ball 110 grains of powder. said he was a shade over 100yards.
Now how would he go about submitting this deer for the longhunter record book.
