when a barrel is described as 15/16 or 1" what are they telling me ? yes I know a measurement but where are they or what is getting measured ?

Yes, it is the measurement across the flats.
Across the flats means: Measuring from left side of the barrel on a flat side of a Octagon barrel, to the exact opposite side on the right side flat of a Octagon barrel. Flat area to opposite flat area.
