I found a rifle up for auction having an octagon barrel with what looks like a 1" round piece put on the end...
What's the reason for that?

Probably for a false muzzle for loading a target rifle, are there any holes drilled at the muzzle near the crown at the end of the barrel?

Pictures always help and a more complete description. What you describe can be anything from a White Mountain Carbine to a false muzzle for loading.

Sometimes the end of the barrel was turned round to use with a guide (piston) starter when using a cloth patched bullet. If the round part of the muzzle is not removable that's what it is.
 
There was an old time gunsmith who turn his barrels round on the end, for some unknown reason. It was like his trademark. I can't remember his name. I think he worked in the Midwesf, perhaps Ohio.
