Guncobbler, you would be well advised to check Virginia law as to the buying,selling and possession of ANY black bear parts,I have not looked at Virginia law but suspect that it is probably very similar to Tennessee law.The following is from the Rules of The Tennessee Wildlife Resources Agency, Wildlife Resources:
1660-1-17-.01
{3}Finished Products and Parts,Other Than Meat,That May
Be Bought and Sold
{a}Finished products and parts of non-native species
legally obtained in the State of origin.No parts
of black bear{Ursus Americanus}taken in Tennessee
may be bought or sold.Individuals may obtain
legally possessed bear parts from other States
which allow the sale of such parts,through mail
order purchases or direct purchases which take
place outside the boundaries of Tennessee.Any
individual possessing parts of bear provided for
in this exception must maintain records of legal
purchase.No bear parts,including meat,possessed
under this exception may be resold within the
boundaries of Tennessee.
As you can see the laws on native species{black bear}parts are rather strict.I have had clients ask and my advice is that where they bought the parts whether hides,claws,oil or whatever, they should have proof and records of legal purchase or if they shot the bear, proof of a kill tag.NEVER price or offer to sell bear parts or even mention a price you MIGHT sell it for.This can be regarded as an offer to sell.I'm not even sure if one outside Tennessee in a state where sales are legal can give these parts away without the recipient having to prove legal acquisition when their possession is challenged in Tennessee.As I said you need to check the law before you risk fines and confiscation of your vehicle and other property and you also need to carry a copy of your paperwork and proff of legal acquisition at all times.
