I have a wood canteen with metal bands, which I think are just cheap steel, as they don't look like iron. I didn't have a browning agent so I applied a chemical I use for blackening brass. It came out with a very nice rough texture and fully rusted, only it is an orange colored rust. I've since ordered a browning agent and am wondering if I apply it on top of the orange rust, will it turn it brown? Or is there something else I could apply on top of the orange rust to make it darker?

If your orange rust is actually rust, it is the wrong kind of rust.
I would recommend removing it with some fully degreased, dewaxed steel wool and then go from there with your browning agent. :results:

You might test the final color by carding some back and oiling. It might actually not turn out bad.
