How does one produce concentric circles on muzzle face of a barrel? I have seen this on a late percussion rifle I own personally , as well as on the Edward marshall rifle which predates its percussion cousin by at least a century. How is this effect produced?

My best guess would be to insert something in the muzzle that would act as an axis point and use something like a compas with a hardneed cutter to dig it into the face, but this is only a theory.
Has anyone got any insights into this?
