Flintlock pistol,finer powder for the pan?

I have probably seen either in person in books or on the web at least 100 cased sets of pistols,dueling,travelers,officers,coaching,pocket,muff etc..
Many of them are flintlocks.
The complete sets have bullet molds,pan brushes.screwdriver(turnscrew) wad punch,cleaning rod,oil bottle and powder flask.None of them has a separate priming flask.So on the presumption that no priming flask means that in the past pistols used the same powder for both the main charge and the priming pan when did pistol shooters start the practice of using a finer grade of powder for the pan?
 
Most pistols already shoot a fairly fine powder (3f) which works for priming as well. I still prefer 4f for priming though.
