Had a nice chat over dinner with a fellow who happens to be a Regional Supervisor for the FBI.

We came to discussing BP and shipping same and he told me that, when it comes to shipping rinsed Empties:

A) The nitrate sniffers will probably flag a package containing rinsed empties

BUT

B) Shipping empties is not illegal, and at the very worst the USPS will open the package, look at the empties then re-seal the package with a note explaining why it was opened. End of story.

So, if'n you were ever worried about mailing empties (to folks who want to do bulk refills for exampe) don't be.

Rinse and mail. It's neither dangerous nor illegal.
