I have been looking at barrels and they offer what appears
to be a unfinished barrel and a blued barrel with sights and
ramrod. My question is does anyone know if the unfinished
barrels have sights on them and how hard is it to apply
a browned finish?

I am guessing you are talking about "Drop In Barrels"& if so I have not idea how they come. I suggest you call the place where you saw them & ask them to be sure you know what you are getting.

The browning proceedure is easy & Mtn. Laural Browning does a good job, just follow the instruction precisely as it says. Barrel must be CLEAN and use latex gloves & don't dontaminate the gloves picking up other things. :m2c:

You can e-mail http://ww.trackofthewolf.com from the site and you'll get an answer in a day, normally. They sell a browning solution that is dead easy to apply for anyone. The unfinished barrel will probably require draw-filing.
