I have read that all Colt grip frames, at least from the 1851 Navy on through the single action Army series of cartridge firing weapons will interchange. That is, they are all the same size where thye join the frame of the revolver and have the same screw spacing and arrangement.

Does anyone know if this is correct, or not. I'd like to install 1860 Army grips on my 1970s Hawes small trigger guard 1851 Navy.

Yes, Colt grip frames and triggerguard frames are basically interchangeable. And since ASM, Pietta and Uberti copied the frame size, the imports are too. But there may be the need to do a bit of filing and fitting to get the grip and triggerguard frames to meet up exactly with the receiver. This is how one pard built a "Franken-gun". A 1860 Colt with a birdshead grip!
