Here is a question that begs a reasonable answer.......if such exists......and I doubt it. :hmm: If I were to order a can of caps for my muzzleloader or revolver, I have to pay a hazmat fee. :cursing: But, if I were to order a box of primed brass or even a box of fully loaded ammo, I have no hazmat fee to pay. :shake: I completely miss any semblance of reason here. :idunno: Who imposes these fees? :confused: Is it the shipping companies themselves or is it our stumbling, fumbling, bewildered government serving us again? :doh:
 
To the best of my knowledge...
There is no Federal requirement for such a fee.
It is purely the work of the common carriers - because they can.
It is true, I think, that primed brass is classified differently from primers or powder, and can be shipped with only the 'ORM-D' label.
That's the way it goes...

Correct

Their is not law that requires a haz mat fee. Also correct that caps are a 1.4 explosive and that cartridges are able to be classed as a consumer commodity.

The modern center fire primers are packed much better and if they are in the case they are not charged. The percussion caps all being loose in a tin container is much more likely to be set off it smashed. You can order a heck of a lot of caps on the one hazmat fee though. Geo. T.
 
The Dept.of Transportation determines on what is or is not considered hazardous materials as far as transport is concerned.The Pipeline and Hazardous Materials Safety Administration within the DOT sets regulations concerning the transportation.HazMat fees are what the transportation companies charge based on the cost of fees,permits,and costs associated with the special handling and shipping of hazardous materials as specified by the DOT.The government doesn't set the rate,the transportation company does and must file a rate they charge for the service on their ICC permits.It's what they figure it costs them to be in compliance with Federal regulations.Penalties for violation of hazardous materials regulations can be pretty stiff-
