French or Belgian percussion conversion lock( used to be a flintlock) the hammer is bent over that far to hit the nipple which was installed almost dead center top of the barrel. Nice engraving! Maybe it was used on a shotgun after these were sold for surplus. Very interesting!

PS- this originally was on a military musket.
i see no signs of it ever being a flintlock.

That’s because the armory that did the conversion did a fine job of it. That’s a flint type mainspring, all purpose made French percussion musket locks were back action , with a stirrup link to the tumbler.
