It's a 1920's patent bottle capper found while shopping for books at Salvation Army, about to become a percussion cylinder loading press.

If I play this right it could also be for sizing .58 and .69 minies.

You lucked up on finding that tool. I don't see why it wouldn't make a superior loading/sizing tool.
