Most fixed revolver sights are set way too low for what most people are used to but there is a method to this madness. Revolvers were sighted so as to shoot several inches above point of aim so the sight picture is set against the white of the target background instead of the black of the bull. If you note, the sight blade disappears in the black haze of a black circle. Also since you should be focusing only on the front sight, the white/black border is easier to define.
Unfortunately there no longer seems to be a fixed definition of Bullseye size which USED to be a 6" circle (hence a 6" difference) So all these revolvers seem to shoot high at 25 yds.
Of course this does NOT apply to adjustable sights & some makers fudge on the dimensions so your mileage may vary yada yada, but this is the historical truth
Just wanted to clear up the mystery...
