Rifle builder?

My Brother bought what was a nice rifle at an estate sale. I am trying to help him get it back in order. It looks like it was taken apart at some point and some of the pieces were lost and did not make to the sale. The rifle looks to be a recent custom build as it looks very new. We are trying to locate the builder if he is still around to return the rifle to for repairs. The top barrel flat is marked Eddie Brown. Google and Yahoo have not helped. Does anyone know anything about this builder and know how to contact him. Thanks for any help.
