No, but I've shipped cartridge firearms to Germany before. There's no U.S. export regulation I'm aware of for blackpowder weapons (for the cartridge guns, I had to get an export permit from the State Department since the State Department doesn't want military technology to go to hostile nations - lever actions are no longer found in the inventory of any military that I'm aware of so the State Dept. wasn't an obstructionist at all) I don't know if blackpowder guns are regulated like cartridge guns in Germany, but generally when something arrives at the German Customs House, the recipient may have to go there to pay the taxes before taking delivery. That's how it happened with the cartridge guns I've shipped.
 
I've never shipped anything TO Germany, but have received an old gun FROM Germany. They just pack it up, and air mail it! No fuss, no muss, though it will take a while to get to you, since the people in customs will hold on to it for a while until they can finally figure out that it's OK, and send it on...
