Put a lubed felt, thin cards or fibre wad between the cup and powder.
Card cups work just as well and are better for the environment. That's the part the anti lead fools forgot about!
 
I suggest some range time before you go, to iron out any kinks.
I find wiping between shots makes the wads go down easier.

Do a search on making shot cups. There was a recent thread on how to make them. One finds a dowel rod slightly under size of your barrel. Around the dowel you wrap paper to the length you need. Fold over the base. Use kid's stick glue to fasten. Types of paper ranged from craft paper to index cards and everything in between. Good luck
 
Suggest, for the fun of it, you abandon the steel shot, getcha some heavy shot, bismoth or some other federally acceptable lead sub and research on this forum "skychief special". MUCH better results that lead add 10-15 yards and this method of loading will amaze you. Remember dont shoot swimming ducks!
