Side plate??

Here’s the side plate of my Chambers flintlock smooth rifle, .62 caliber, 46” Getz barrel. I’ve had this gun several years and am the third maybe fourth owner of it. The fellow I bought it from didn’t know who built it or did the engraving on the side plate. Does anybody recognize this side plate, or maybe know who engraved it?
