I am probably wrong, but the way I understand it they had different styles of shooting. The Pennsylvania rifles were often shot from a rest such as a tree limb. The southern rifles were more likely to be shot unsupported. More drop works better for shooting offhand. Look at some of the schuetzen rifles. The drop on some of those is huge.
