So I was looking for different bits and traits I like to make a fairly unique rifle for my first and then I saw This video. This is just about what i was looking for. Im just curious how difficult it would be to make something like this? Im not wanting an exact copy but make something similar In 54cal for deer hunting.

Your question is hard to answer since it depends on your skill level, experience, tools you have, etc.
I'm pretty good with wood working and have access to most if not all needed tools, including drills and drill presses. The big this I'll need will be files and most likely a few extra chisels and some saws wouldn't hurt. But I can definitely get the tools.

As far as tools, imho, stay away from any dremel tool like the plague. I know through experience that they can bugger up the area around your intricate carving in a heartbeat.
Ya I'd never use a dremel on a wood let alone on something that needs to be precise like a long rifle.
