Swiss Vetterli questions

Hi, I have a Swiss Vetterli 69/71 in beautiful condition internally & want to convert it to centerfire.
My question is can I drill the bolt myself with my hand drill, since it's apparently hardened steel? Its difficult for me to find a gunsmith nearby.
