tabs on butplate. trigger guard

I noticed there's some tabs on both the butplates and trigger guards where it meets the wood stock. Should I file these tabs off or pin then to the stock and forgo screws?

Depends. In most cases the tabs are indeed for pins. On my trade gun, there is a tab on the finial that is pinned and also 2 screws in the butt-plate. On others I have built, there is a tab (pin) and a screw in the butt-plate. In the trigger guard, the 2 tabs at the back end are pinned while the tang screw screws into the guard just forward of the bow (after removing the tab). You would need to get a good picture of the gun on which yours is modeled.

several tabs on the trigger guard I think will have to be removed. As for the butplate im tempted to remove all of them and put 2 screws in it. one at the corner on the top and the other on the bottom.

This is an older image but I am using different pipes and sideplate. Also looking at wedgekeys, but that's another topic.

Leave all of the trigger guard tabs on and use them to pin thru. The tab on the buttplate extension is actually a hook that slides under al "L" shaped nail you hammer into the stock. Then use two screws, one thru the apex of the heel and the other on the back side about 1/3rd up from the toe.
 
I usually file the tabs like the one shown on the bottom picture of the trigger guard flat on the sides so they present nice flat surfaces for the small drill bit to drill into.
The "hump" on the tab shown could cause a small 1/16 drill to walk sideways and break when the drill hits it.
