This would be a lot easier to draw  But here goes. A simple loop will work but this leaves the blade exposed.
So to do it nice/right:
Trace your hawk on some paper: add about 3/8" all the way around for stitching. This will be your Outside piece. Now on another piece of paper add your belt width to the top of this piece being sure that you add enough extra to fit your belt( the part that wraps around the belt should be around 2 1/2
in.wide) and enough so that your hawk rides where you want it ,...If you want the hawk to hang say 3" low, then you have to add that to the belt width.
Trace this onto your leather.(note): At the widest piont of the cresent of the blade you need to "square this up to the top or you won't get the hawk in.
Now fold over and stitch the belt loop first, making sure the stitch is at least 1/2 inch from the bottom to leave room to stitch the outside piece on.
Stitch the outside piece on...put a welt(strip between leather pieces) on the blade side to keep the blade from cutting your stitches. Stitch around the bottom...leaving a hole for the handle of coarse. Cut away a crecent shape from the front as much is needed to remove your hawk..or just push it up with the handle.
This should hold the hawk secure with no top flap.
Harness or tooling leather is easily molded to fit when wet but is usually Heavy/thick. Medium temper leather will work well but won't mould as easy.
I know this is not the best instruction...If you need any more help or even some leather just let me know
