Touch hole was drilled at a angle?

yesterday a friend of mine wanted to trade me pistols I had a cva colonil he had a cva kentucky flint in .45 we both tried them out and I said ok I'll trade ya. never seen a flint lock like this before. the touch hole was drilled at a angle. any one else see a flintlock that way and why would they do it that way.
 
A kit? As I recall, my CVA flint kit instructions (kit purchased in 1972) said to drill at a slight angle to hit area ahead of the breech plug. That was back in the day with the very shallow rifling in the barrels.
 
My CVA Kentucky .45 flinter has the touch-hole drilled on a slant towards the muzzle; it was done that way at the factory to miss the breechplug. Sounds strange but works just fine.
 
by looking at it can tell it was a kit. the touch looks like it was done at factory. lock time alittle slower then I like but it shoots good.
