Made by Pietta for Navy Arms Co. Ridgefield, N.J. This is a transition revolver from Replica Arms to Navy Arms.
This revolver looks like it has the fast twist rifling. Pietta made a few of these specifically. Not sure on that.
Has Joe Pascarella and some other stamping as seen in pictures.
