Your vent liner is shaped for an Allen wrench to aid in the installation of the vent liner. There should be a hole in the vent liner. Have you used the smooth end of a drill bit to measure the touch hole? Number drills will provide more diameters than the usual 1/16 and 5/64.
 
As others have said what you’re actually seeing is the Allen wrench hole not the actual vent hole. Looks like an RMC OXyoke liner. I have one in most of my flintlocks. There is a smaller hole in there. Get more pics from the seller and you’ll see it. Can’t see it from the angle in the pic you posted.
 
The vent holes of some originals was purposefully wide as to be “self priming”.

When charging the main pipe, some powder would naturally trickle from the large hole into the pan. Cock and fire. One can use a 1/8” bit to drill out a touchhole to get the same affect.
 
An ⅛” touch hole will cause variable pressures, and variable accuracy. WAY too big. Never needed over a 1/16” touch hole on ANY gun.

While you are correct in today’s sport shooting environment, I believe Smokey is referring to the historical military use of a large touch hole for “self priming”. I have read a historical account of how soldiers were able to attain rates of fire up to 5 shots a minute using this method. On a two-way firing range you do what you got to do. ; )
