I have seen goat carts like this used at some rendezvous. Shouldn't be too hard to draw up plans and you could use solid wooden wheels. http://www.goantiques.com/scripts/images,id,2025089.html

I've seen guy's have better control on the uneven ground of most camps with 2 wheeled carts set up like a wheel barrow.
Kinda like a small version of an Ox cart
