FWIW, Hibbard was the name of a huge Harware store chain in Chicago, that eventually became the Tru Value Hardware store chain of today. Like Montgomery Wards, and Sears, Roebuck, and Company, Hibbard was big enough to order lots of things made with its own label put on them. The rasp was probably made by one of the other large tool makers, like Nicholson. Nice idea on what to do with an old rasp.
