Current parts diagram for the plains pistol shows no fly. I checked a couple of their set trigger models and all show a fly in the lock (as required for set trigger).

A photo or 2 of the OP's lock would be helpful. And was the gun bought new or from a prior owner.

Hmmm, dunno. Never owned one but i put 2 kits together for my uncle as a present in 2019, they both had one.
 
Here's a couple pics of the lock at half cock. I wanted to do a video of what I was talking about but cant figure out this camera. When you pull the hammer back, there's 3 clicks of the hammer to full cock. the first click is half cock, the hammer holds in place. when you pull the hammer past half cock you hear a second click. this is what I was told that it's made so you can ease the hammer down on the nipple without going to full cock and pulling the trigger. If you let go thinking its full cock, the hammer drops on the nipple as if you pulled the trigger, when you pull the hammer all the way back you hear a third click and that's full cock. I know it's not the safest and there's nothing in the book that mentions this feature. I'm not disputing anyone's opinion that this shouldn't happen. I'm just telling what I was told about why this pistol does it. My pistol is new not used. I purchased it from Muzzleloaders. com

This one has a fly and that second click is the sear going past the fly. Normal operating and correct operation.
 
I have two of these pistols, just checked. One does like the OP, but only 2 clicks. First click is half cock, then pull it back to kind of a hump then lower hammer, to rest, or pull back for full cock.
The other only has two positions, half cock or full cock.
 
Hmmm. I have the Lyman Plains Pistol which is identical to the Investarms. It only has two clicks. If I thumb the hammer back from half cock to full cock and really try and come up just short of full cock it will sometimes then release all the way down to the nipple. But I really have to work at it. I either think there is a defect in the OP and other locks or it's operator error. Here are 2 pics. First is half cock. Next is full cock. As you can see there is no fly. Pretty simple action. My pistol is 9 years old.

This lock has a fly as well, easy to see in the second photo.
 
Most definitely a fly, if you do not like the "de-cocking" aspect of the lock and you do not have set triggers take the lock apart and remove the fly, now you have two clicks, half and full cock and that is it.

I would not but that is just me.

I might try that because I’ll already be taking it apart for refinishing.

The woodwork and the metal were so rough in gun as purchased that I had to redo everything. The woodwork in particular is so beautiful now that I sanded to 320grit, applied shellac and applying multiple coats of “Tried and True” varnish oil - it’s amazing
