Mississippi Rifle wood finish issues

I just bought a a mississippi rifle made by Antonio Zoli. In the photo it shows a couple of runs in the finish. Apparently it was refinished at some point and this happened. Rather than refinish the entire stock, can I sand and /or buff this area to remove the runs ?

Depends on how nice you want it, some might lightly sand with 600 grit and water then call it good. I’d fully disassemble and file and sand the rough spots out of the wood then re-stain the stock to look more like American walnut before putting a proper varnish finish on. The options in between are endless!
 
That's how I'd start. Might need to be augmented with some solvent. Then finish top coat blended in. Would like to see your end result picced.
Ok. Hopefully I can just work with that area. I don't want to do the whole thing. I've refinished stocks before and hardwood can be a pain.
The rest of the stock is in really good shape. I love the look of this rifle.
