First...YES we ban them permanently as soon as fraud is shown to us. Our software can detect if a banned member uses the same IP address to try to open another account, I burned one last night for that.

Anyone with any sense should be scared of the postal inspectors office. These people have a huge budget and love ruining a dirtbags day. I've personally worked with them on several cases, it's unreal the lengths they go to to mess up a scammer.

I bought some unmentionable powder for a steal on an action site Dec 26. The business had a good review until recently, stating slow ship/no ship.
I paid for it Dec 28, no word from them. I got a msg from USP stating an order had been created but they didn't have the item from vendor. Jan 3 I sent them a msg asking for shipment.

Yesterday I sent a msg stating not shipping is a Federal offense punishable by USPS Postal Inspectors office. If the powder wasn't shipped in 24 hrs I'd file a complaint on them. See attached what I got in email this morning.

Always use the power of the postal inspectors, both as leverage and in fact if no response. If you paid for it via CC many have coverage for fraud.
Call the Postal Inspectors.

Also a lot of businesses don't like to ship over the holidays.
One because there's not a lot of people at work in too because of all the packages that go out.

Actually there is also that the large population areas of course have more orders made, and the post office and other carriers in large population areas will hire "seasonal workers" which often pilfer packages, not to mention "Porch Piracy".

In this particular case, the OP did not go through the USPS, so it would be wire fraud, and there is so much wire fraud that investigations need the victim to lose more than a pre-set threshold, before anything will be done about it. The bag guys KNOW this, and stay under that threshold. In the first half of last year, while I was still a Police Detective, I handled several inquiries from outside agencies where the scammer was living (or at least took possession of the funds) in my jurisdiction, and got a little less than $1500 from the victim. WHY that amount? Because in Maryland the threshold for a felony theft by deception is...$1500.00.

We have mitigated a lot of the scamming that was done in the past, but it can't all be eliminated. Nothing is stopping a person who actually has a valuable black powder replica from following our guidelines, offering it for sale, and then simply pocketing the money. The worse thing that Moderators and the Admin can do is ban them. Not much of a "stick" to ward off ne'er-do-wells.

I never said USPS, they ship thru UPS. That's how most all powder is shipped. BUT, the US Postal service Inspectors have jurisdiction over ANY thing shipped. That includes USPS, FedEx, UPS, etc. I checked yesterday with UPS and they still hadn't received the order. Checking my email I'd bought the powder on Dec23, paid on the 26th. After two weeks and not one word from them I decided to up the ante.

And just mentioning them to a delinquent shipper will often get things moving. I know many have used this tactic before. I did it years ago and things got shipped the next day. I did it yesterday, the package was delivered to UPS today, so using that as leverage will work.
 
Makes perfect sense.

I will buy from folks here if they have significant post count and have sold a considerable amount of things here.
