    Just cram it full of .22 bullets. Those technically aren't shot.

    That's specific to handguns I believe. Regardless, caliber is bore size. It would still be .69 caliber. It's almost as if whoever wrote these rules doesn't know what they're talking about. Or they work for the ATF. I mean, technically, a solid round ball of any size is "shot".
