Is a 14ga. shotgun wad meant to fit a 69 cal. I know that a 12ga is 75. and 20ga is 62 cal.

The 14 gauge is indeed a .693" bore while the wads for 14 gauge are .703"(at least from TOTW). The compression of the .010" difference helps seal the bore. FWIW: Track also recommends 3 drams(82 grains) of powder and 1&1/8 oz. shot for the 14 gauge smooth bore...it's a starting place for .69's.

Cautionary note:
If you intend to use in a SxS double, those are usually choked. Getting wads past the choke is a chore. Undersized wads allow gas leak and lousy performance.
Only gun I was ever really happy to get rid of was a Ped. SxS 12 ga. double that was actually a 14 ga. but with tighter chokes. :cursing:

My experience with SxS's old mid 1800's and back. I have yet to own a choked gun as they were rare in that time. So I never had the problem of getting cards and cushions past a choke. There are other places to get cards and cushions, but I have the best experience with Mike's Quality Shotgun Wads, 317-933-3441. Measuring the bore is a good way to start, but you may find that you may need to try a different size to get a nice snug fit. Mike can also help with some "test" packages, so you can get the very best fit. Good guy, good stuff. Because of my shotgun fetish, I have components for every size from 10ga. up to 24ga. I just never know what I will pick up next.
