I'm curious. Is the small lever on the side for rotating a cylinder with a hole in it to align with a barrel flash hole to allow each barrel to fire independently or do both barrels fire at once?
 
This might help. With the tap in this position there is only one hole open. When it is turned, a second one is exposed in the cylinder at the bottom of the pan.

In the picture above, small hole in the bottom of the pan directs the flame to the top barrel, when the lever on the left side is turned it exposes the second pan.
In functioning, note the small *** and hole in the frizzen the slide to the right of the hammer locks the hammer and the *** keeps the frizzen from opening in your pocket.
1, with the gun ready to fire slide the safety to the rear and pull the trigger.
2, recock the hammer and close the frizzen, rotate the lever down and pull the trigger again
