Who is "they?" Can you relate your personal experience about this happening? I ask only because I've returned several...

They is whoever you purchased the gun from and are returning it to. Since all read that "all" Uberti open tops have short arbors what you get in return will have a short arbor. If Uberti is what you desire then you are going to have to fix it yourself or send it to someone to fix it for you.

I just got a Uberti 1851 navy for Christmas and all I have is #11 caps and I can’t find any #10 anywhere and when I put the 11 caps on the cylinder it won’t fully rotate is there any way I can make them work and I tried using slix shot nipples too so I have a new gun I can’t even shoot

Slixshot nipples are made for Remington #10 caps. Try seating the caps tightly on the cone using a dowel or something other than your thumb.
I have tried Remmy #11 and they work pretty well. CCI #11 will work but you will have cap jams.
RWS 1075 do not work at all.
Believe me I have tried them all and Remmy#10 work best of all.
