I use an old antique 16 gauge wad punch. It cuts wads at 21/32", which is a little larger than the 16mm. It comes in at 16.67mm.

I got a 5/8 punch from harbor freight. The wads measure .620 I got it super cheap and it works awesome.
Not as romantic as the custom forged individual punches, but I too have a ‘cheap’ Chinese set of punches that go from 1/8” up to 1” diameter, and so far they have given me wads in all the diameters I need for 32 caliber up to 62 caliber, along with 20 and 12 gauge shotguns. Not Harbor Freight, but similar. Payed just over $10 for the set if I remember correctly. I primarily get my wad material from Durofelt.
