It is not black powder and sells like any smokeless powder. NO EXPLOSIVE LICENSE NEEDED

UPS, you need to pay the Hazmat fee.

It is decent powder. I am sure there are plenty of local NMLRA members
who, if contacted, will help you figure something out. The back of their

Just shoot it. I still have a couple old containers of it that I use from time to time. Works fine in percussion guns for me.
