Looking at the pictures again, it appears that the front lock bolt is not actually drilled through to the lock plate side. Is this to keep the web very thin in this section? Maybe not enough clearance for a bolt to pass through?

You are correct the front lock screw is cosmetic, and doesn’t go into the lock plate

Maybe the original was done that way? Not sure
 
Absolutely gorgeous piece. Mr. kirklin was one of the true Masters of his craft. Nice score!
