Any Illinois Muzzleloading Association (?) Old Timers Here

I recently acquired a .45 custom Poor Boy style rifle. Information with it says that the "gun was used to win 1983 IL state championship." Is there any way I can find out who this was? Photos of rifle and markings below. Seems owner was with the West Virginia Muzzleloading Association (WV MLA) and had the initials DW. Thanks in advance.
