Finding the origin willbe difficult.
Pistols in the syle were sold by Belgian and French Gunssmiths at the time.
Gastinne Rennet and Le Page were the big Names of the time.

The style & engraving on your cased target pistol sure looks like French but it's also common to find Belgian proof marks on French firearms of that era. Due to their high quality rifled barrels I continue to shoot mine if condition is appropriate after replacing the nipple. Many quality firearm makers of that era made their nipples with very wide base vent holes. If there has been any increased opening at the nipple's top vent due to wear or corrosion, firing it could allow pressures to kick the hammer back far enough to cause damage.

This cased target pistol certainly looks French but many French makers had their barrels proofed in Belgium.
