We dont need any liscences to buy the finished pistol at walmart or cabelas, but why do we need an FFL to buy the reciever from numrich gun parts?
 
Is it perhaps because it is crossing state lines and thus comes under Federal jurisdiction? I believe Federal law requires an FFL for any receivers or frames purchased. Evidently black powder firearms are not exempt from that requirement. It's the government....who can tell?

There is a rather long post at the end of a thread on in this forum titled "Colt Navy Used in a Homicide" which lists some of the Federal statutes pertaining to black powder and "antique guns and their replicas" That post also has links to web sights which list all of the Federal regulations - these might help answer your questions.

The receiver is considered a firearm, everything else is parts. You need an FFL to have a firearm shipped to you even from within your state.
If you have a C&RFFL you can buy a Curio and Relic firearm and have it shipped to your house. Modern firearms require a check to ensure you are legally able to buy a firearm. That check has to be made by a licensed dealer in person.
If you sell a firearm to another individual you are required to make sure he or she is old enough to legally buy it, and you are supposed to at least make an effort to ensure they aren't a felon- but that isn't possible for individuals to do. You can't sell and ship a modern firearm to someone that doesn't hold a valid FFL. People who hold a valid C&RFFL can ship and receive C&R firearms, but must use a class 1FFL dealer to transfer modern firearms.

If i am understanding you , the fully finished cap and ball revolver merely needs to be sent to an adult who can legally own it, as it is assembled by a factory to be a "non weapon"

while the frame itself needs to be sent to an FFL holder/gun dealer as it could possibly be assembled into a "modern weapon firing metalic cartridges"?

Could you explain why cabelas has purchasers of bp weapons to go thru the hassle of dealing with their FFL department when every other company online does not have those hassles?
 
I haven't shopped at Cabela's yet. They have a new store that just opened very close to me so I will.
The frame on a modern firearm like a 1911 auto pistol or a rifle receiver is classed as a firearm. A cap and ball frame should be still classed as parts, not a firearm. That is why you can buy bp kits and have them shipped to you.
