I’m sure that could vary. A teaspoon might be hard to get the exact same amount in every time. If you have a volume powder measure you might take a volume reading of a few different scoops and get an average of how many grains a Tsp is by volume.
 
Most firearm powder scales have test weights for calibration.

If your test weight says the scale is calibrated, it's calibrated.

Or find a known weight. A bullet of a known weight. A ball of a known weight. Etc.

In 15 years I've never had a powder scale lie.
