I'd set the barrel back, re-thread and get the breech face and barrel shoulder squared away first.
That original plug fitting is nearly as bad as the vent screw up in my opinion and is nothing but a fouling and rust trap.
I have a flint pistol that has a factory, forward angled vent, through the barrel wall ,no liner and works very reliably.
The originals seldom used liners until the vent eroded.
I also would not move the pins or wedges in the stock but rather modify and make extensions on the barrel tenons to accommodate the original stock placements.
There is no need to cut new dovetails just clearance slots for the tenon extensions on the bottom of the stock channel.
Good thing it's not swamped!

Sorry about your luck. I fixed a problem once like this. Looks good and passed the proof. This is what I did...I silver soldered an pre-1980 copper penny on the breech plug face and then sanded the circumference to match the breech plug. After this I timed the plug up by taking a little off at a time from the seating shoulder of the penny. As for the liner. It looks like the center of the liner hole will still be in front of the breach face. You don't want your liner to protrude into the bore anyhow so cut the liner overall length to be just shy of the bore when installed. You might have to notch the breech face a tick if it is going to be close but I have seen many breech plugs from original guns this way. Worth a try,
