I was "PERMANENTLY BANNED" with no chance to appeal or protest the issue for selling "Gun Parts", not even rifles or pistols, just parts. My assets were frozen (fortunately never left much funds sitting in PayPal) and their service charges eventually ate that up. Use at your own risk!
 
Unless you tell PayPal what you are paying for, they can't know. You're just sending someone some money.

However, if you have a problem, and try to file a claim (assuming you paid using Goods and Services, not Friends and Family), and they find out it's a gun, then you will be out of luck, and could get your account shut down.

I would only do this if I was dealing with someone I knew personally.

Yes, but PP cannot know what it is you are paying for or buying. To avoid fees you must send/receive funds through the "friends and family" but you give up nearly all the safeguards afforded to sellers. Of course, if you put "gun, rifle, etc." in the memo then you're screwed anyway.
Only you can weigh the risks.
 
I'm now retired from doing stock work and checkering. One of my clients always paid me through a WalMart near where he lived in Florida. He paid Walmart the cash to be sent to me, emailed or texted me a copy of his receipt showing a transaction number, the amount to be paid and who the payment was for (me). I'd go to my local Walmart here in Missouri, show them the copy of the receipt and transaction number and my driver's license and walked out with the cash in-hand. That could all be done in the same day. I believe the transfer is done through Western Union. This worked well for us! My client told me that this method was less expensive than getting and mailing a USPS M.O.
