I'm not sure. When I bought a hat for 18th century reenacting, the company ordered from used inches. There's probably a table of hat sizes to inches available online. I'll look one up.

Did some remeasuring. I'm a 22 1/2" or about a 7 1/4 size. This kepi has just a smidgen of room on my head, so I'd say it's a size up, probably a size 7 3/8 or size 7 1/2.
