I had one of those many moons ago and found that if I used a stout load like a rifle load for the caliber of gun the shot pretty good,it was like you have to get them really scooting along to shoot well.
 
It's actually rifled! No sights on it though, so that might still be plenty far. We'll have to try some heavier loads and see what that does!
 
I made a CVA Plains pistol from a kit. It only had a front sight and I couldn't hit squat at any range until I filed a dovetail at the rear of the barrel and put a rear sight on it. Now its a sweet shooter and pretty darn accurate. I think sights will make a big difference in your Tower pistol.
